			<content:encoded><![CDATA[<p>Rhode Island Governor&#8217;s Veto Stands Against Casino Gambling <br />  A bill which would allow table games to be operated at Rhode Island racinos failed to advance beyond the governor&#8217;s veto, leaving voters unable to decide for themselves.   A bill passed by both houses of the Rhode Island legislature which would allow full casino gambling at the state&#8217;s two slot parlors won&#8217;t make it to the voters, as a deadline to override the Governor&#8217;s veto passed today. Governor Donald Carcieri had refused to cooperate with a bill expanding gambling, and the lawmakers had to bypass the veto by today to have the measure placed on the ballot this year.The new law would allow the operation of table games, including blackjack and roulette, to the selection of gambling provided at the racinos.The Twin River slot parlor is already in bankruptcy, and the Newport Grand facility is struggling financially, as the state places an onerous tax burden on the gaming houses. Carcieri helped change rules which forced the two erstwhile dog tracks to meet minimum hours of live racing, as the racing was losing money, but the chunk given to the state is substantially greater than greyhound losses.Carcieri also denies his own constituents the right to decide the issue for themselves. Because the expansion of gambling requires a constitutional amendment, the ultimate fate of the bill would have been decided in the general election.With table gaming denied for more than a year at best, the future of the Rhode Island gambling houses is in question. OCA gambling analyst Sherman Bradley says the state&#8217;s greed, combined with its intransigence over admitting new casino games, may cost it the multi-million-dollar golden goose. This week, experts on the recognition and treatment of compulsive gambling will meet along with drug and alcohol abuse counselors to discuss solutions at the Midwest Conference on Problem Gambling and Substance Abuse.Theories that problem gambling is caused by exposure to a gaming market that is constantly expanding have largely been debunked by scientific studies. Instead, evidence has consistently arisen that indicates gambling compulsions derive from a similar brain chemistry as substance addiction.Persons suffering from problem gambling were found to have significant differences in dopamine production from the average person. The dopamine receptors are also found to be central in alcoholics and drug addicts.Dopamine levels are believed to help control and modify risk/reward impulses.The studies are revelatory to professionals trying to combat compulsive gambling. Rather than campaigning for gambling bans and fighting casino proliferation, treatment is shifting to addressing a broader issue of addictive behavior.As more information becomes available on what causes such self-destructive behavior, counselors and other experts continue to move toward treating specific symptoms such as problem gambling with a broader program designed to control addictive impulses in general.This week&#8217;s problem gambling and substance abuse conference is being held in Knsas City and will open on Wednesday morning. They&#8217;re having a games slot every day &#8211; bridge, chess, that sort of thing &#8211; and I&#8217;m doing the poker one. It&#8217;s aimed at the fairly new player, who might have watched a bit of poker on TV and just started playing with their friends and wants a few tips. So for the moment in the column I&#8217;m generally advocating caution and covering basics &#8211; it&#8217;s a way of trying to help people avoid losing all their money in their first few weeks or months playing the game! If the links are going up on the Hendon Mob page, I hope I don&#8217;t get a flood of people shouting at me on the forum &#8211; &#8216;What do you MEAN, pass A9 before the flop?&#8217; and that kind of thing. This isn&#8217;t complex stuff to be debated by people who have already been playing for years &#8211; it&#8217;s just start-up tips and ways not to go broke.
